Beihai has jurisdiction over Haicheng district,Yinghai district, Tieshan port district and Hope county including 27 towns or townships , 5 sub districts, 87 neighborhood commissions, 343 villager commissions and 6630 villager squads.

Three towns are under Haicheng district, they are Weizhou, Jinghai, Yima. The district has 5 sub district offices (East street, Mistreat, West street, Haijiao and Dijiao) with 51 neighborhood commissions, 20 villager commissions, 250 villager squads and its total area is 140 square kilometers.

Yinghai district governs 5 towns ( Gaode, Xidang, Xiantian, Qiao port and Fucheng) including 7 neighborhood commissions, 39 villager commissions and 693 villager squads, with the total area of 423 square kilometers.

Tieshan port district governs 3 towns. They are Nankang, Yingpang and Xinggang .The district has 3 neighborhood commissions, 39 villager commissions and 878 villager squads with the total area of 394 square kilometers.
