To fully utilize China-ASEAN Free Trade Zone and materialize the three strategic goals, the local government has initiated the ideas of Yi Hu Si Huan one lake and four encirclings and Hu Si Pian (one lake and four districts) as the guideline of modern Kunming sustainable development. Part of the development strategy of the city government, these projects will turn Kunming into unique ecological city and international city oriented towards South Asia and Southeast Asia

dong Cheng (Eastern District): Kunming New City.
nan Cheng (Southern District)
xi Cheng (western District)
bei Cheng (Northern District): The North District is the current existing urban area.

These four districts will combine to constitute a new urban layout around Dian Lake.

One of China largest freshwater lakes, Dian Chi or Dian Lake in Kunming that attracts flocks of tourists all year round by its poetical associations is a true celebration of the awe-in-spring natural charms.

One lake And Four Encirclings
huan Hu Xin Cheng (Lake Encircling New City): The urban area of the new city containting four districts is to be conceived around the lake.

huan Hu Gong Lu (Lake Encircling Road): The Lake Encircling Road is 114 kilometers long and involves a total investment of RMB8.6 billion (USD1 billion)

huan Hu Jie Wu (Lake Encircling Sewage Treatment Facilities): The sewage treatment facilities project located on the outer rim of the Lake Encircling Road is 101 kilometers long and needs a total investment of RMB7.21 billion (USD872 million).

huan Hu Sheng Tai (Lake Encircling Ecology): The intention of the project is to rebuild the ecological system by returning the grain-producing lands to gardening and building a landscaped and forested land measuring 42,000square meters. The whole project involves a total investment of RMB6.94 billion (USD840 million).
